ACT I

After the passing of the One True Traffic Cop, North Gulpton is having lots of traffic problems. It doesn't help that Gnarly Gnate keeps wandering through the road looking for a wave to ride despite North Gulpton being a famously landlocked city. This is because Gnarly Gnate heard that the show was called Totally Tubular: A Wavy Tale and assumed it was a surfing show ("Jam!").

Elsewhere, at Dim's Auto and Diesel, a car dealership, Reuben the Wavy Inflatable Tube Man is set free. He laments about his lack of control has he's blown around through, but after seeing how much control traffic cops have over cars, decides he wants to be a traffic cop ("A Little Control"). He lands in North Gulpton and meets Blueberry, who decides to help him train to audition for the Traffic Cop Council.

Now without a wavy inflatable tube man at his dealership, Dim is hungry for revenge (he's been watching a lot of swordfish documentaries, which are famously the most vengeful animal). He hires professional balloon popper Cassandra Split ("Pop") and the two try to track down Reuben.

Reuben auditions for the Council of the Traffic Cops ("The Council of the Traffic Cops") but is unable to properly direct traffic because he's just too wavy. As all hope seems lost, one council member who collects maps reveals that The One True Traffic Cop might still be alive, and that she has a map to his supposed location. Reuben decides to find him. Before he can begin his quest, he's cornered by Dim and Cassandra, and Blueberry has to show Reuben to a super secret hiding spot ("Wherever I Gotta Go").

(Also, the map collector gives a map to Gnarly Gnate to help him find Bottled Wave).

ACT II

Reuben wakes up in Blueberry's hiding spot-- the circus. Unfortunately, the circus is not good enough to be successful, so they're losing all their customers to Sea World. Reuben gives them some direction ("Juggle it All") and then begins his journey. With the help of Reuben's direction, newspapers are reporting on the circus' newfound success. Dim and Cassandra follow that paper trail to the circus. Reuben travels far through musical montage ("As the Great Winds Blow").

Arriving at the circus with no Reuben to be seen, Cassandra interrogates Blueberry. She learns that, due to the recent success of the circus, it's now Seaworld that's going out of business, and then she pops that dog.

Reuben reaches the map's destination and discovers it's led him to the Traffic Cop's ashes, and he really he is dead. Having given up, he returns home. To make matters worse, Cassandra has gone to the Council of Swordfish, who have all lost their jobs due to Sea World closing, and tells them that Reuben is to blame. The Swordfish all want revenge and plan to swim through the city in hopes of running into Reuben with their nose, all they need is some aquatic current. Cassandra pays a visit to Gnarly Gnate, who has now acquired the Bottled Wave, and ask him to release the wave into the city. He obliges.

With a Swordfish-infested-tsunami headed for the city, the citizens of North Gulpton try to evacuate, causing serious traffic jams. Reuben, without time to plan, summons the clowns from the circus and directs them via walkie-talkie, as he watches the city from above ("Scram!").

The city is safely evacuated and Reuben wasn't popped-- where could he be? Cassandra spots him in the sky and acquires some helium balloons so she can confront him up there herself. She fires a harpoon, but Reuben, now with more control over himself, catches the harpoon and throws it back, popping Cassandra's balloons. She falls to the ground and breaks all her bones.

The day is saved, and every lives mostly happily ever after. Blueberry is rescusitated via air pump, Reuben hires the swordfish to be a part of his freelance traffic control agency, and a boneless Cassandra is installed as the new wavy thing at Dim's Auto and Diesel. Gnarly Gnate, who released a tsunami on the city, faces no repercussions ("Totally Tubular").
